CM Kalvakuntla Chandrashekar Rao, who did not face any troubles during his first term in the newly crafted Telangana state, has been facing setbacks one after the other in the second term. While there is trouble with LRS, the Dharani portal issue is leaving people troubled. KCR is said to be stuck with the next move as the High Court had even reprimanded the government.
KCR decided to bring changes to the Revenue Acts by revamping the whole system through transparency in the land registration in order to curb corruption. He wants to make sure that registrations take place in Tahsildar’s office instead of registrar office and include the properties into Dharani portal. Though there are some issues with the new system, KCR’s government thought that they could be solved. But the issue turned out to be a big headache, with the govt wondering why this has been introduced in the first place.
Though there is no problem for registration of agricultural properties, registration of valuable lands under non-agricultural properties have turned out to be complicated. A new problem is arising in every place. While hundreds are coming for registrations, only a few are getting their work done. The government has entangled itself with problems due to the new system.
As the government is unable to come to terms, people approaching courts over the issue has made matters worse for the government. The High Court ordered the government to sort out issues related to Dharani. There are discussions that the KCR government had no answers to the questions posed by the Court. With registrations stopped due to Dharani complications, there is now no source of income for the government.
Some of the issues being faced are:
- Limited slots leading to problems in servers.
- Registration is allowed only if the total tax is paid for open lands.
- Though the details of open places are getting uploaded, registrations are not happening.
- No scope for mentioning the name of the successor in case of the death of the owner
- No scope for GPA
- Registration permissions are given only if there are NOC, BRS, BPS, LRS, municipal and electricity bills.
The consumers who are facing such problems are venting their ire at the government. The Court has asked the government as to why it was asking Aadhaar for registration. It also questioned why the government needs the Aadhaar card of buyer, seller and witnesses and asked them to remove it from the manual. It has to be seen how the government will come out of this mess.
However, the government wants the applicants to submit Aadhaar and it is going to challenge the High Court orders in the Supreme Court. There are arguments that the government instead of solving the issue is increasing them.
